Enga Province be forced to undertake massive multi-dimensionalized structural adjustment programmes to promote sustainable growth in development. Evidently, since its declaration of provincial status, the province has hardly attained meaningful development for its people and its future generations and thus, it is essential that such structural adjustment programmes be undertaken now to promote development growth.

Before all these eventuate for the good, there is another issue that needs to be given the uttermost attention, if we successfully overcome this, Enga will change at its on pace regardless of whoever is in power. 'ATTITUDE'. We(Engans) need to change our attitude. Our ATTITUDE to appreciate, accept and acknowledge development and services (basics i.e.bridges, aidposts, classrooms,bridges, roads, teachers houses, hospitals etc) is in shambles. The question that bothers me all the time is; "What is the point in delivering these basic services when people themselves are not looking after it?"_ When two clans are at war, the very first targets to be destroyed are the bridges, aidposts, classrooms, bridges, roads, teachers houses, hospitals etc..............these are the very things we call development and services. Who suffers at the end, the people again. There are people back home who appreciate development and services but consequently, as always, the innocent suffer.
Before we talk about major structural developments that will see Enga reflecting a developed stage, we (Engans) should talk about informative courses which can help people back home understand that development and services in reality begins with them changing their attitude. It is not that simple to change a societys attitude overnight but the least we try. If not, we will build Enga today but it won't be long before it gets destroyed again.
I can not personally agree enough with your point Amotls - You have touched on apparently, a very important point. I must regretfully admit with some humility that for us Engans to move forward we need to counter this one big problem, our ATTITUDE. I think a good way to handle this is through the determination to educate our citizens back home. Education seems to reward and can reward us in breaking this issue once and for all when we get to education our people about this ATTITUDE issue.

The few sentences would have outlined the concept of 'massive multi-dimensionalized structural adjustment programmes' as perceived by me however, I am pleased that the discussion, which has been started, be continued well for good understanding and good reading for the other participants and readers to this forum.
In regard to amolts' query, the 'massive multi-dimensionalized structural adjustment programmes' , as percieved, would be abridged as 'new set of multi-sector programmes' which would essentially expand and promote activities promoting development in the province. In light of the fact that provincial infrastructure has been severely wounded and not functioning adequately well to produce the required amount of goods and services to the enga populace, both existing vital programmes be revitalized and new programmes be adopted to meet this shortfall.
As briefly mentioned (by both of you), the notion to alter the behavioral attitude of the enga populace to accept development infrastructures such as medical aidposts and school buildings is a pivotal programme which would be included indirectly. Though there are many literatures, human behavioral attitudes can be hardly altered for the better in absence of controlled-measures but other apsects can be changed to produce this result. One of the aspect would be to educate people to be rationale in their conducts and also creating a challenging environment such as' there is no such thing as a free lunch'. Provision of better education for the enga is a very essential constituent of this structural adjustment programme. The current provincial education system be revitalized progressively to offer the best level of education to the engan student population. The eduction policy to provide eduction to 100 percent of school aged children be instituted and promoted to ensure that materials in current grade 3 class be taught in grade 1 class. Such changes be made for the betterment of the province.
In relation to my notion of 'massive multi-dimensionalized structural adjustment programmes' , below are just some of the programmes:
(i) Politics and Governance In Politics, the herald of the notion of party and preferential voting be promoted continuously. People have this growing need to elect better leaders who would provide good leadership instead of voting on wantok system basis. For governance, instruments to promote good governance be instituted. The governor and all the open members be working together to promote a coherent development plan for the enga province. All the elected members be stationed in the province and in their respective districts and be available for the people. This would stop fragmented development plans by each member, which seemingly is meaningless in some cases.
(ii)Provincial Government and Provincial Public Service Provincial Government should revitalize and improve its working relations with all the district administrations and local governments. Consistency in ensuring that effective and efficient provision of good and services be maintained. This element has been bad and needs to be promoted. All the provincial government departments be examined and restructured if appropriate. Such as Education, Health, Works/Transport, Town and District Council Authority, Courts and Judiciary, Police and Agriculture be ensured to function effectively and efficiently. New institutions such as culture and tourism, fishery, farming, sports, provincial statistical office and Communications be set up to ensure essential infrastructure facilities are established to ensure effective programme and project implementations to increase goods and services delivery in the province.
(iii)Provincial Government and Private Firms The provincial government should ensure that all instruments (administrative) are sound to attract private investors in the province. The administrative and regulatory issues be good; reduce provincial levies and ensure all all products and services are sold competitively in the province.
(iv) Provincial Government and People The provincial government should provide all available assistance to the people in all activities. In terms of starting small businesses, ensuring that banks provide loans. (The people be asked to save in banks and the bank should lend about 90 percent of savings to investors in the province). More development consultations among provincial government, district administration and people be held which would aid in formulating better development plans.
*These are some programmes which needs to be undertaken to promote development activities in the province.
